We had some question about this rule at the last Tucson vs Phoenix tournament so I post the question here.

All of this was hashed over for days by various referees, etc., on the main board awhile ago. Of course, when Phil moved the board a few months ago, he was unable to move the previous posts with it, so all of such things were lost.

Anyhow, you should put it up there as well. I think that board gets a lot more action.
